The Village of San Ysidro Comprehensive Plan

What is a comprehensive plan? 

A comprehensive plan is a local level policy document that guides both short and long-term development of a community. The comprehensive plan provides the community with a snapshot of itself as it currently sits. A comprehensive plan also allows the community to establish a vision for the future through an in-depth community engagement process. Once a community vision has been developed through the comprehensive planning process, the comprehensive plan becomes the guide for decision making regarding land use, housing, transportation, water, public services and facilities, economic development, and hazard mitigation.

A comprehensive planning process develops locally prioritized goals and action strategies. Once adopted by the community, the comprehensive plan becomes an advisory document and is used as a guide for all future development, programs, and policies within the community for next 20 years and beyond.  As an official policy document of the Village governing body, this comprehensive plan was prepared by the staff of the Mid-Region Council of Governments (MRCOG) under a planning services agreement with the Village.
